Here you will find information about the foundation’s current Fundraising Activities, Board of Directors, Executive Management, Core Programs, Employment Policies, and Guiding Principals that lead the foundation in its mission as well as a breakdown of the distribution of funds received.
We are a non-profit organization committed to defending the rights of Veterans, Disabled, and Indigent Citizens and educating the general public on public policy topics that can have a lasting impact on their lives. While, over the past 20 years, we have become known as the non-profit that created the Oregon Medical Marijuana Act (OMMA) and/or Program (OMMP), we were actually founded by the co-petitioner of Measure 67 in 1998 known as the Oregon Medical Marjijuana Act. Since our inception, it has been the duty of this organization to foster and implement programs and policies that serve Veterans, Disabled, and Indigent Citizens.
In 2005, we were the non-profit organization that worked with Oregon’s law enforcement and legislature to implement higher patient possession limits through SB-1085 with the full backing of all law enforcement agencies and many District Attorneys from around the state. SB-1085 created a safer community and home-living environment for patients by essentially giving law enforcement a method of verifying status on OMMP cards further eliminating; question of illegal drug activity; patient’s homes being raided; and lack of law enforcement education.
Furthermore, Stormy Ray Cardholders’ Foundation founding member, Cannalogix Foundation former lead researcher and co-founder Walter R. Hagen (pictured in frozen frame of video above) served as the Chaplain for the Blind Veterans. In that capacity, Walter made multiple appointments for meetings with VA doctors, VA administrators, and VA legal teams throughout Oregon, Washington and California to discuss Veterans using medical cannabis for everything from Glaucoma to Hepatitis C viral load control. Through the hard work of volunteers and activists under the guidance of Stormy Ray, Jerry Wade, and Walter R. Hagen, a lasting impact was made at the VA for Veterans that continue to serve Veterans today by forcing the reduction of the stigma within the Veterans Administration system. After many years, and many Veterans standing up and fighting for their medicine, the system eventually caved with the help of many other Veterans advocacy groups around the country and now, the VA allows medical cannabis to be used by Veterans in states that have the applicable laws.
Today, the Stormy Ray Cardholders’ Foundation continues to advocate and defend the rights of Veterans, Disabled, and Indigent Citizens by sponsoring programs for; rehabilitation, housing, medical care, and integration back into society, while furthering the research and development of policies, technologies, and services that provide a lasting effect on the communities in which we serve.
We believe in a completely transparent process so that the public knows exactly what they can expect for their contribution. To-date, the foundation has been run by volunteers, 100% of the funds collected by the foundation have been used in the community programs in which we serve. As many are accustomed to periodic events throughout the year as schedules permit, the foundation will be expanding its outreach, and strengthening its community services offerings to multiple jurisdictions and areas of immediate public demand.
Starting in 2018, the foundation will be hiring salaried management, employees, and executives to expand the foundation’s core services to the public on a larger scale, no longer being limited by the availability of volunteer professionals. While this will absorb some of the funds previously used for the community programs, we intend to serve many more citizens than we were previously able to serve.
